"why is it taking so long?" the judges aren't avoiding making a decision. they're simply on vacation. they are taking a break. they are in cabo, waikiki, or at the jersey shore. or maybe they're around, but they're not handing down decisions. every summer, the new jersey supreme court takes a few weeks off - generally from mid-august to mid-september. their next decision should come next week or the week after.
(i thought they would make the lewis v. harris decision before their vacation, but i was wrong.)
