he's an official at a well known government agency. you can't argue with that. when people working at high profile agencies do something scandalous, people tend to point and go "oooooh!" press secretaries are public figures, whether you like it or not. they avail themselves to public scrutiny. the more prestigious a person's job sounds, the more people will go "ooooh!"
remember the former cravath attorney who was nabbed in a child sex scandal? there was plenty of "ooooh!" in the legal community. was he lead counsel in a civil suit for injuries arising out of child exploitation? not at all. but the public reacts with sick delight when someone on top does something sick and perverted.
maybe more to the point: he's not a mechanic working for an unknown auto body shop in a small town that nobody knows. if that were the case, no one would care.
and there is a special "ooooh!" for those whose job description involves making sure the law is upheld breaks the law in a very unexpected and twisted way. :)
